The Port of Oswego Authority received official notification on Thursday, September 9, 2011 from the Department of Homeland Security, that it was awarded $160,400.00 for a security video surveillance system in the competitive Port Security Grant Program for 2011.


The Port of Oswego applied this

year for the installation of an IP

digital, network-based video surveillance system which will provide real time video feeds of the Oswego Harbor and River and the Port of Oswego. The system will be shared with local police and multi-law enforcement users to provide an enhanced security for the Port of Oswego and Oswego Harbor.

“This project was the combined efforts of the five U.S. Coast Guard regulated facilities in the City of Oswego with the cooperation of the Oswego Police Department, U.S. Coast Guard, and U. S. Border Patrol,” William Scriber, the Facility Security Officer commented. “The

system will be IP based and will allow monitoring by local, state, and federal law enforcement, along with Port Security,” Scriber added.

“This is important to the community as a whole,” said Jonathan Daniels, executive director of the port. “And it is important to the safety of upstate New York. We are the primary water link into the upstate region with our connectivity in our system. We need to be able to know the coming and goings in the harbor.”

Construction to Begin on East Terminal Connector Project

 

The Board of Directors approved the award of a contract for construction of Phase I - Easter Terminal Connector Project, to John R. Dudley Construction Co., of Oswego, at a meeting held on July 26. The award signifies commencement of the plan to expand storage and handling capacity at the Port of Oswego.

 

The project received funding from a federal appropriation made possible by then U.S. Congressman, and current Secretary of the Army John McHugh (R-NY23), and is seen as a critical piece in opening a 15-acre parcel of property to accommodate container shipments and additional project cargo movements. "Secretary McHugh provided the funding necessary for the Port of Oswego to initiate construction on a significant component of infrastructure to aid in the future growth of the Port." says Executive Director Jonathon Daniels.

 

With the construction contract awarded, work will begin on modification to the Port's entrance, thus allowing for more efficient flow of traffic. Widening of the primary roadway will remove barriers to aid in discharge of oversized cargo, and the installation of a new security guard building and lighting will enhance the ability of Port personnel to more rapidly process inbound traffic.

 

The next phase of construction will involve rehabilitation of the existing rail to heavy capacity standards, as well the integration of a new roadway to better access the storage yard. "Our goal in evaluating this project was to provide our customers with the most efficient and secure facility possible, while also removing trucks that access the site from city streets. We have accomplished both with the East Terminal Connector Project by developing a flexible cargo movement program in a way that ultimately enhances public safety." says Daniels.

 

7/15/11 Oswego, NY

The Port of Oswego is busy this summer handling grain, aluminum and windmill parts coming in for shipment to other sites. The port was named in the latest release called “Marine Delivers,” which includes statistics on shipments on the St. Lawrence Seaway. The release notes grain shipments are up more than 20 percent as the river sees an increase in international demand for American and Canadian wheat. One segment of shipping that is booming on the seaway is wind turbine parts, the statistics show.

Terrence Hammill – Chairman of the Board

Dr. Terrence M. Hammill taught biology at SUNY-Oswego (1971-2002), chairing its Biology Department for seven years (1990-1996).  At his retirement, he held the rank, Distinguished Teaching Professor.  Prior to his employment at SUNY-Oswego, Hammill earned degrees at SUNY-Potsdam (B.S., 1963), the University of Georgia (M.Ed., 1968), SUNY College of Forestry and Syracuse University (Ph.D., 1971).  During his academic career, Dr. Hammill was the recipient of numerous National Science Foundation scholarships and research grants, and several research and teaching awards.  While a faculty member at SUNY-Oswego, Hammill was twice elected Mayor of Oswego, and served eight years (1992-1999).  While mayor, Hammill also served on the NYS Fire Prevention and Building Codes Council (1994-1999), the NYS Canal Recreationway Commission (1993-1998), and on various panels/committees for the NYS Conference of Mayors.  Hammill has also served on many community organizations, including Oswego Zoning Board of Appeals, Oswego City Planning Board (Chair), Oswego Economic Development Zone (EDZ) Board of Directors (Chair), Oswego Hospital Planning Committee, Oswego County Opportunities Board of Directors, Oswego Hot Stove Association (Little League), Oswego Maritime Foundation, Success by Six Advisory Board and Policy Council, and more.  Dr. Hammill has traveled widely for professional reasons, giving lectures in Australia, Germany, Switzerland, the United States and Canada.  While Mayor of Oswego, Hammill traveled and spoke widely in the United States, Canada, France, and three times in Russia.  Dr. Hammill is married to Martha Trembley Hammill, who retired after nearly thirty years as a teacher at Leighton Elementary School and, for several semesters as a Supervisor of Student Teachers for SUNY-Oswego.  Martha Hammill has also been very active in the Oswego community, and was named Oswego City School District Teacher of the Year in 1983.  They have two sons and four grandchildren.

 

 Al Archer – Vice Chairman – Executive Committee

An Oswego native, Al is employed by Constellation Energy and has worked in the Nuclear Industry for 25 years. He has served as the Vice President and President of the Oswego Softball Association, is a member of the Oswego Elks Lodge, volunteer for Oswego County Special Olympics, and assistant basketball coach at Oswego High school and SUNY Oswego. Al was elected to the Oswego Common Council in 1998 and served as Chairman of the Physical Services Committee while also being a member of the Audit/Budget Committees and the Planning/Development Committees. Al is a committee member for Planning and Development and Governance at the Port. He is the father of two sons, Al and Brandon.


Thomas Gillen – Secretary/Treasurer – Executive Committee

A native of Oswego, Thomas Gillen is recently retired from Commscope, Inc. where he was Regional Sales Manager for New York, Connecticut and Vermont. This followed over thirty years in sales and sales management within the computer and communications industries.  During this period, he has held management positions for Apple Computer, AT&T, Lucent Technologies and Avaya.  He has been recognized for his accomplishments within these organizations and holds awards and citations for outstanding performance over the years.  Prior to these positions, he was a Secondary Education English teacher and was an Account Executive for a Boston advertising firm.  Additionally, he is a free lance Consultant for the Information Technologies market specializing in Network Design and Engineering.  Mr. Gillen is a resident of Oswego where he lives with his wife of 35 years, Roxanna.  They have three children – Olivia, Tristram and Meave.  He is a graduate of Oswego schools and has a BA in English from SUNY Oswego, Class of 1972. He enjoys golf, literature, gardening and all things associated with living near Lake Ontario.


Thomas Schneider – Executive Committee

Tom Schneider has served as President and CEO of Pathfinder Bank since January 2000.  Mr. Schneider has been employed by Pathfinder Bank since April 1988 and previously served as Chief Financial Officer and as Controller.  Mr. Schneider has spent his entire 23-year career in the Financial Services industry being previously employed by Merrill Lynch & Co. and J. Henry Schroeder Bank and Trust. Mr. Schneider received his Masters in Business Administration from Fairfield University in May 2002 and his Batchelor of Arts in Economics from the SUNY Cortland May 1983.  Mr. Schneider has been involved in numerous professional, trade and civic organizations throughout his career.  He is Board President for Springside at Seneca Hill, an independent adult congregative living facility, a board member and Audit Committee Chairman of the Port of Oswego Authority and is a board member of Oswego Health.  He is a board member of the New York Bankers Association, and was Chairman of the 2006 Smaller Member Bankers Conference.  He served on the board and as officer for the Community Bankers Forum, including Chairman in 2001.  Mr. Schneider has also served on the boards of Home Aides of Central New York, the Cornell Cooperative Extension’s Small Business Program, the Greater Oswego Chamber of Commerce, the United Way of Oswego County and the Oswego

 

YMCA.

 

 

 Gerald Brown 

Gerald Brown is a lifetime resident of Oswego. He is a 24 year Navy Veteran and also spent 20 years at the Niagara Mohawk Nuclear Facility. During his time in the Navy Mr. Brown served on the USS Capricornus (AKA 57) PHIBRON EIGHT during the Cuban Missile Crisis, worked as a Legal Court Reporter for the THIRD Naval District, and manned Naval Reserve Centers in New York and Massachusetts. In his two decades with Niagara Mohawk he held positions in Security, Mechanical Maintenance, and Plant Operations. He was educated at the Naval Justice School, Northern Essex Community College, and SUNY Oswego. In 2006 Mr. Brown was appointed Alderman of the Fourth Ward, City of Oswego, by Mayor Randy Bateman to complete a vacated position. He resides in Oswego with his wife Linda and two sons, who are currently enrolled in graduate school.

 


David Buske

David W. Buske is a resident of Oswego and has been a member of the Port Authority Board of Directors since 2001.Currently the Traffic Administrator with Novelis, Dave has been with the company for more than a decade.  Prior to his employment with Novelis, Dave was the Warehouse Coordinator for Lakeshore Warehousing.  Dave has served as the Chairman of the Oswego County Board of Appeals and also served as Board member of the Oswego County Energy Utilization Board.  Dave and his wife Jean are the parents of three boys, David, Brian and Jonathan.


John Kares Smith

Dr. John Kares Smith has over thirty years experience serving the faculty of SUNY-Oswego and the Oswego community. He is a recipient of the Dr. Martin Luther King Jr. Community Service award, presented by the Alpha Phi Alpha Fraternity "for dedication and service to the college and Oswego
community." He is also a Recipient of the International Awareness and Peace Award, presented by The Coalition for Peace Education for Outstanding Dedication to Peace Education and Leadership in 2000. Dr. Smith has earned the Chancellor's Award for Excellence in Teaching bestowed by the Chancellor of the State University of New York, "in recognition of superb performance as a classroom teacher." He is also a recipient of the State of New York and United University Professions Excellence Award for Professional Service, given to "exemplary faculty and professionals in the Professional Services Negotiating Unit in recognition of sustained, outstanding performance and superior service to the State University and to the State of New York."  Since 2000, he has been included in Who's Who Among American Teachers and has been profiled in the Directory of American Scholars.  No stranger to community service, Dr. Smith has served as a member of the Board of Assessment Review for the city of Oswego and as a member and Vice-Chairman of the Oswego Zoning Board of Appeal. He and his spouse, Dr. Jean Troy-Smith have lived on Oswego’s West 6th Street for the past thirty four years.

 

 

W. David Schermerhorn

W. David Schermerhorn is Program Director of Rural Business-Cooperative Services at the USDA Rural Development Agency state office, located at the Galleries in Syracuse. He is responsible for all aspects of the agency's grant, loan, and loan guarantee programs for New York State. A credit professional with over twenty-five years experience. Mr. Schermerhorn was most recently Executive Vice President and Chief Lending Officer at Pathfinder Bank in Oswego prior to joining USDA Rural development, overseeing all aspects of commercial and consumer lending. Mr. Schermerhorn holds an MBA from Fairfield University in Fairfield, Connecticut, and a Bachelor's degree in Economics from SUNY Oswego. He is a graduate of the National School of Banking and the National Commercial Lending School (University of Oklahoma), and numerous banking industry programs and seminars. He resides in Oswego with his wife, Rebecca, and two daughters, Elizabeth and Katherine.
